1942. aasta 7. märtsi Churchilli kiri Rooseveltile ettepanekuga jätta Balti riigid NLiidu koosseisu, millega Roosevelt kohe nõustus. Selgitatakse, et Atlandi Harta Balti riikide suhtes ei kehti, sest sõja alguses 1941. aasta 22. juunil ei olnud need riigid iseseisvad.
