Seventy-three years ago today [July 23], the U.S. Government issued an official policy of non-recognition of the illegal occupation of Estonia by the Soviet Union on June 17, 1940. As a result, the United States never recognized the forcible incorporation of Estonia and its Baltic neighbors Latvia and Lithuania into the Soviet Union.

Memorialized in a statement issued by then U.S. Under Secretary of State Sumner Welles, the non-recognition policy serves as a cornerstone for the United States’ relationship with each of the Baltic States and it is fitting that today -- even as we celebrate ever-expanding government, business and cultural partnerships between our nations – we look back on this moment and acknowledge its significance in the history of both of our nations.
