Estonia's Hansson Backs Draghi Proposal

TALLINN, Estonia—Estonia's Ardo Hansson, a member of the European Central Bank's rate-setting committee, said on Friday that the ECB would buy bonds only conditionally, but said the plan—which still has to be negotiated—could go forward without approval from all the members of the governing council.

Mr. Hansson, who recently was appointed to his position, said Estonia will favor a plan that is in the best interest of Europe as a whole.
