WASHINGTON, D.C. —The Victims of Communism Memorial Foundation has announced that Under Secretary of State for Democracy and Global Affairs Paula J. Dobriansky will be the featured speaker at the groundbreaking ceremony of the Memorial on Wednesday morning, September 27.

Members of Congress and the diplomatic corps as well as ethnic leaders and supporters of the Memorial will also attend the ceremony, scheduled to begin at 10 a.m.

The groundbreaking will take place at the Memorial site at the intersection of Massachusetts Ave., N.W., New Jersey Ave., N.W., and G Street, N.W., two blocks from Union Station. There will be a reception in Room HC-5 of the U.S. Capitol following the groundbreaking.

"Washington is a city of memorials and monuments to great events and great leaders," said Lee Edwards, chairman of the Victims of Communism Memorial Foundation. "We are proud that our Memorial featuring a bronze replica of the Goddess of Democracy erected in Tiananmen Square in 1989 and based on our own Statue of Liberty will join this distinguished list."

Founded in 1994, the Victims of Communism Memorial Foundation is authorized under P.L. 103-199 to design, build, and maintain an international memorial to the more than one hundred million victims of communism. The non-profit educational Foundation has also begun creating a Global Virtual Museum that will serve as a link to the many institutions around the world concerned with the victims and crimes of communism.
