Committee Seeks Inclusion of Parliament in ESM Decisions

The Constitutional Committee of Parliament proposed to change the wording of the ratification bill for the European Stability Mechanism (ESM), so as to increase parliamentary control over the EU agreement.

Committee members said the bill impinges Parliament's competence by giving decision-making power over ESM financial allocations to the European Affairs Committee, rather than to the plenary parliamentary assembly. The committee has the right to put forward ESM issues for plenary review if it deems it necessary, reported uudised.err.ee.

The bill for the ESM's ratification passed its first reading during an extraordinary parliamentary session on August 8. The second reading will take place at another special session on August 30.
