Actually, the Latvians were also stalling badly in moving Rail Baltic forward. It would be sad if this represented some "underneath" strategies which could not be openly expressed. It just takes little things to stall a project like this, and then the culprits could express "surprise" that the project died out. I realize that this is a cynical remark, but you have to wonder about them when you see how things unfold.
