Mart, thank you for providing the source of EKNs claim. However, anybody with basic math skills can easily see the error there. EKN should not continue to use this number. Falsus in uno, falsus in omnibus.
Below calculation assumes the most generous interpretation of Estonian heritage that EKN is using.
There were fewer than 3000 Estonian immigrants from 1900-1944. Additional 14K refugees came from 1946-55.

We also know (see above link to the encyclopedia) that only 8.5K in 2006 identified Estonian as their mother tongue and approx 850 in 2015 felt that EKN is relevant enough to vote on.
