Yesterday the United States Senate took a large step enhancing the United States' national security, the security of our allies and of all nations through its ratification of the New Strategic Arms Reduction Treaty ("New START").

This treaty, executed and now ratified, between the world's two largest nuclear powers is a successor to the original START treaty which was signed in 1991 and expired last year. New START will cap the number of deployed nuclear arms of both signatories and will allow both nations to monitor the other's nuclear arsenal for compliance.

Secretary of State Hillary Clinton described these inspections as an important element in, "... our ability to ‘trust but verify' compliance with the New START." This treaty promotes global security while maintaining strategic stability.
