The City’s Government Management Committee will be meeting on April 3rd to review an extensive list of agenda items; including GM26.17 the transfer of 9 Madison Avenue. (See

https://www.toronto.ca/legdocs... ) Members of the Committee include: Paul Ainslie (Committee Chair and Councillor Ward 43, Scarborough East), Vincent Crisanti (Vice Chair and Councillor Ward 1, Etobicoke North), Josh Colle (Councillor, Ward 15 Eglinton-Lawrence), Janet Davis (Councillor, Ward 31 Beaches-East York), Neethan Shan (Councillor, Ward 42 -- Scarborough-Rouge River) and Lucy Troisi (Councillor, Ward 28 Toronto Centre-Rosedale). With the Committee’s recommendation, the transfer of 9 Madison will be considered for approval by City Council on April 24, 2018.
Interestingly, a review of more than 4 years of agendas and meeting minutes for Build Toronto, both at the committee level and board level, revealed little discussion specific to 9 Madison. From the time it was designated “surplus” by the City during the fourth quarter of 2011, there is no mention of 9 Madison until Build Toronto deems a proposal ready for “approval” and returns the property for consideration back to the City committee on April 12, 2017. None of the documents currently listed name the Proponent / Purchaser of 9 Madison Ave.
This transfer is a required step to eventually grant the yet to be formed entity representing the Estonian Centre. The opportunity to take formal ownership of 9 Madison is predicated on a successful due diligence process by the 4Orgs (Estonian House, Estonian Foundation of Canada, Tartu College and Estonian Credit Union) as well as Revera Living formalizing its conditional purchase of 954, 956, 958 Broadview and 72 Chester Hill.

The Estonian House is doubly historic.
The Chester Public School, as an example of early Toronto history and architecture. So many beautiful buildings from that era have been torn down already, replaced with glass boxes.
Then the Estonian House itself as a tangible example of the incredible spirit of the Estonian people who came together to celebrate and pass their culture to their younger generations. Could you just imagine what our community would have been without this house? A shining example of the will of people rising above serious adversity.

I think these 2 buildings might be different, though. The Columbus Centre is historic as the Columbus Centre, is that right? Built for and occupied by the Italian community.
The Estonian House is historic as the Chester Avenue Public School - the Estonian House function is merely the most recent use of the historical building (though of course significant for our community, not what makes the building exceptional).

Why should the City support a cultural centre project that allows for the demolition of the historic Estonian House?
Here, as advocated by one of the Councillors who will review the proposed transfer of 9 Madison to an entity as yet unnamed, is how the Italian community recently openly resisted the demolition of their historic Columbus Centre:
"Education Minister Indira Naidoo-Harris has issued a letter dated February 14, 2018 on this matter that:
Recognizes the historical significance of Columbus Centre and its importance to Ontario's Italian-Canadian community
Considers City Council's Heritage Review of Columbus Centre buildings
Suggests that the TCDSB move forward with an alternative proposal
States that the Ministry of Education will not support a school project that allows for the demolition of the historic Columbus Centre
Offers to work with TCDSB to use current funding to support a project that will not affect the Columbus Centre"
