BRUSSELS (Reuters) - Countries around the Baltic Sea could one day be linked by huge power cables, guarded by integrated border police, with coordinated fishing fleets overseen by a Baltic Coastguard, a draft document shows.

The European Union Strategy for the Baltic Sea Region will be launched in June and will be a priority for Sweden, which will take the helm of the EU's rotating presidency from July.
