Edgar Savisaar (May 31, 1950 – December 29, 2022) was an Estonian politician. In April 1988 he co-established the Popular Front (Rahvarinne) which became the first political mass organization in Soviet Union outside Communist Party after 1920. Initially formed to support perestroika, the Popular Front eventually developed ideas of Estonian national independence and created the Singing Revolution phenomenon. The process among several others led to dissolution of Soviet Union.

Savisaar later served as a Chairman of the Council of Ministers from 1990 to 1991, First Prime Minister of the Republic of Estonia from 1991 to 1992. He has also served as a Minister of the Interior, Minister of Economic Affairs and Communications. From 2001 to 2004 and from April 2007 until November 2017, he was a mayor of Tallinn.

Savisaar was a long time Chairman of the Centre Party (Keskerakond) from its establishment in 1991 until 1995 and then again from 1996–2016.
