For most of that time, he admits, few took his argument -- that an economic and moral collapse will trigger a civil war and the eventual breakup of the U.S. -- very seriously. If you recall, when Bill Clinto was in Tallinn, he predicted the end to the US in the 2020's, 10 years later than Panarin.
