The word, "step", is in quotation marks to establish an ominous tone, hinting that its not really a step forward.

After reading and re-reading the innuendo in this article, I discerned the complaint: shareholders are doing what they want with their own money, without the approval of Meiusi and some of his pals, including some guy in the neighbourhood named Williams.
He thinks we're making a big mistake, although he can't specify what it might be.
