You are absolutely right. The original proposal submitted to the National Capital Commission by Tribute to Liberty called for "Monument to Victims of Crimes of Communism". This name was rejected by the NCC. In fact, they specified from the onset that they did not want to see the word "communism". Totalitarian Communism is also the name used in Europe (also after much negotiation) and therefore, the proposal was resubmitted as "Monument to Victims of Totalitarian Communism" with the hope that it would be accepted, which after a great public outcry & a lots of media coverage, it finally was. NCC is donating land for the project and a major fundraising campaign will now be started to raise $1.5 million of private money for the monument.
