As for the previous comment - the russians don't go around attacking other countries willie-nillie. There must always be a "legitimate" reason so as to minimize international criticism. I suppose that issuing passports, thereby "protecting russian citizens" has proven most effective in the eyes of the Kremlin. In the case of Ossetia, the Kremlin "purpose" caused a great lack of unity amongst EU and western nations.

Russia has drawn a lot of blood from the issue of protecting its citizens abroad. Of course it wouldn't issue the same criticism against Israel, for example, but in the case of the Baltics, which have always floundered on weak political backup, it's easy to get a lot of mileage from the citizenship card. It would be foolish to imagine Russia is not capable of reclaiming dominion of the Baltics. Their current economic floundering, and Russia's promise of aid etc would be a strong incentive for the EU to look positively upon Russia's goodwill in working co-operatively with European interests. After all, when the global financial crisis passes, there is every likelihood that Russia will push her interests to the forefront. I am expecting to see the Baltic states re-incorporated into the Russian sphere of interest within the next 10 years.
