From 21 April until 1 May a U.S. Navy Criminal Investigative Service (NCIS) team conducted a two-part seminar on law enforcement techniques to key members of the Estonian Defense League and some Estonian Defense Forces professional guard forces and Military Police. The training was conducted with the aim of providing a more interoperable, safe and secure U.S. and NATO environment at Estonian bases and installations.

The seminar included familiarizing individuals with U.S. NCIS techniques in the conduct of basic surveillance and analysis to protect a facility, area, or person and identify vulnerabilities within a facility. In addition, it provided familiarization on how to assemble a surveillance detection team and enable members to monitor specified areas to detect hostile surveillance. The participants in this seminar also became familiar with the conduct of detailed facility, area and route analysis.
