The Cabinet today appointed Elmar Vaher as the chief of the Police and Border Guard Board, ending the long and controversy-fraught process of finding a replacement for Raivo Küüt.

Vaher will begin his duties on May 2nd and his contract lasts until May 2018.
In 2003, Vaher established Estonia's crisis negotiation unit, which handles hostage and suicide situations. From 2005 to 2008, he headed Estonia's major crimes department.

In 2008, he took up his current position as head of the North Prefecture, which includes Tallinn. Having graduated from the Academy of Security Sciences, Vaher is currently studying law at Tallinn University.

Raivo Küüt, the former director general, stepped down at the beginning of March after a scandal broke last year in which police officers knowingly issued 178 speeding fines with an uncalibrated radar gun.
