EU summit starts amid recriminations

Prime ministers and presidents from the 27 member states of the European Union have begun a two-day summit in Brussels amid unusual public displays of irritation.

Mario Monti, Italy's prime minister, last night warned of "catastrophe" if the leaders failed to come up with a decisive response to the eurozone's financial troubles at the summit.

But Angela Merkel, Germany's chancellor, has made it clear that she is not prepared to agree sweeping changes to the eurozone's architecture. Instead, Merkel said going into the summit, the leaders will agree a package for "growth and jobs".

Meanwhile, Italy's and Spain's spiraling borrowing costs have prompted EU governments to seek short-term measures to ease the pressure on the two economies.
