The winners of the 2013 European Union Prize for Cultural Heritage /
Europa Nostra Awards ( http://www.europanostra.org/he... )
will be honoured this evening at a ceremony in Athens in the presence
of Karolos Papoulias, the President of Greece, Androulla Vassiliou,
European Commissioner for Education, Culture, Multilingualism and
Youth, and Plácido Domingo, the world-renowned tenor and President of
Europa Nostra. The ceremony takes place in the Odeion of Herodes
Atticus, at the foot of the Acropolis, in front of an audience of up
to 5 000 people. The winners of the public choice award and 'Grand
Prix' are being announced for the first time.

The public choice award winner, chosen in an online poll from among
the 30 laureates for 2013, is The Propylaea Central Building in Athens
( http://www.europanostra.org/aw... ). The jury for the
conservation section of the awards praised the high quality of the
craftsmanship employed in an "exemplary project which succeeded not
only in rescuing this iconic monument of European culture but also in
enhancing its inherent formal and social values".

It will be a double celebration for Greece this evening because the
Committee for the Conservation of the Acropolis Monuments (

Prix winners selected by expert juries. The other six (jury comments

Speaking ahead of the ceremony, Commissioner Vassiliou stated:
"Tonight we are celebrating exceptional examples of conservation,
research, dedicated service, education, training and
awareness-raising. This year the choice was particularly challenging.
The outstanding quality and diversity of the winning projects
highlight the extraordinary skills and passion which epitomize
Europe’s cultural heritage sector – a sector we must support and
protect for future generations. Heritage is not about 'glorifying' our
past. It is a huge asset for our present and future; it is one of the
main factors that makes Europe the world's top tourist destination,
contributing significantly to our economy and helping to create jobs
in our cities and regions."

Europa Nostra’s President, Plácido Domingo, added: "Athens, the
cradle of Europe’s democracy, is the perfect setting in which to pay
tribute not only to the winners of our awards, but also to all the
citizens and communities that are strongly engaged in safeguarding our
cultural and natural heritage. There is no place more fitting for a
celebration of the European Year of Citizens and Europa Nostra’s
50th anniversary than Athens. Tonight, at the Odeion of Herodes
Atticus, we shall also enjoy an evocative performance by renowned
artists, based on the rich musical and literary legacy of Greece. Our
entire evening in Athens will be a true ode to the Europe of
Culture.”

Jury's comments on the seven Grand Prix projects

Category 1 – Conservation

Tallinn Seaplane Harbour, ESTONIA (

The Tallinn Seaplane Harbour, begun in 1912, is one of Europe’s most
remarkable aviation monuments. Its hangars are thought to be the first
large-scale reinforced concrete shell structure in the world. The Jury
recognised the exemplary and technically complex restoration of the
structure which seemed beyond all hope of repair. Sheltering a
maritime museum - the most visited one in Estonia since its opening in
May 2012 - the restored seaplane hangars also play a key role in the
regeneration of a hitherto run-down neighbourhood of Tallinn.

Roman Theatre of Medellin, SPAIN (

The ruined and partially-buried early Roman theatre of Medellin was
transformed into a major cultural heritage site. The theatre was
comprehensively excavated and conserved, and made accessible to
tourists. Artefacts uncovered are on display in local museums. The
Jury was impressed by the thoroughness and importance of this project,
which demonstrates that even in a remote corner of the continent, some
of the constituent features of European culture can be made manifest
to enrich both the local area and our broader collective heritage.

Strawberry Hill, Twickenham, UNITED KINGDOM (

Built as a private villa on the Thames, Horace Walpole’s
‘plaything house’ was in domestic use until 1923, when it was sold
to a teacher training institution. Despite the villa’s critical
place in architectural history, as the cradle of the Gothic revival,
Strawberry Hill was seriously neglected, falling into decay and
suffering from poor repairs. The Jury applauded the beautiful
conservation of this exceptionally influential place and admired the
courage and commitment shown by local volunteers and their
professional partners.

Category 2 – Research

Restoration of the Exceptional Machines of Wielemans-Ceuppens Brewery,
Brussels, BELGIUM ( http://www.europanostra.org/aw... )
The Wielemans-Ceuppens brewery symbolises the Brussels area, the only
place in the world where a craft beer (‘gueuze’) is brewed. Built
in 1894 and 1905, these machines have not survived elsewhere in Europe
and one of them is unique in the world. The Jury found this study,
which aimed to evaluate the unique character of the machinery and test
the feasibility of restoring it for teaching purposes, particularly
interesting. The result is a programme of training leading to
professional qualification, anchored within the plan for the
restoration of this historic European industrial site.

Category 3 – Dedicated Service

Association for the Promotion of Art and Culture in the Eastern Part
of Germany (VKF), Berlin, GERMANY (

Founded by students in 1992 to draw attention to historic architecture
seriously neglected behind the former Iron Curtain, the VKF has
widened its sights to include workshops for the preservation of
endangered heritage in Poland and Romania. The plan is to work further
in Central and Eastern Europe. The association has already conducted
some 40 workshops. On each occasion, 30 to 50 people from all over
Germany travel to a historical site and worked there in cooperation
with the local community. The Jury was much impressed by this
exemplary initiative of young volunteers.

Committee for the Conservation of the Acropolis Monuments (ESMA),
Athens, GREECE ( http://www.europanostra.org/aw... )
For 37 years, the Committee for the Preservation of the Acropolis
Monuments has carefully planned and guided the conservation of one of
the most iconic sites of European culture. The results of their advice
can be seen in the quality of the work, its reversible nature, the use
of compatible new materials as well as traditional marble cutting
techniques, scholarly research and documentation of the work, all to
the highest standard. The Jury saw the voluntary work from this
interdisciplinary body of top specialists as an outstanding example of
dedicated service to monument protection.

Category 4 – Education, Training and Awareness-Raising

SOS Azulejo Project, Loures, PORTUGAL (

Portuguese historic and artistic tiles (azulejos) stand out in the
world of cultural heritage for their special depth of design and
colour. But they have been victims of massive losses in the last 20
years through of theft and lack of conservation. The Portuguese
Judiciary Police Museum, in partnership with various organisations,
initiated the SOS Azulejo Project in 2007. Since then, there has been
a decrease of 80% in registered tile thefts. The fact that so much has
been accomplished without additional budget is an indication of the
creativity, passion and dedication of the people involved, stressed
the Jury.

Background
The European Union Prize for Cultural Heritage / Europa Nostra Awards
has been organised by Europa Nostra and the European Commission since
2002. The awards ceremony is held under the auspices of Greece's
President, Karolos Papoulias, and jointly organised with Elliniki
Etairia, Europa Nostra’s representation in Greece. The ceremony
coincides with Europa Nostra’s 50th Anniversary Congress (

The 30 winners of the European Union Prize for Cultural Heritage /
Europa Nostra Awards 2013 were selected from among nearly 200 projects
nominated by 30 countries. Specialist juries made up of independent
experts ( http://www.europanostra.org/ju... ) from across
Europe assess the nominated projects in four categories – 1)
conservation, 2) research, 3) dedicated service, and 4) education,
training and awareness-raising. All the winners receive a plaque or
trophy. The seven Grand Prix winners also receive €10 000 each.

Cultural heritage brings a significant contribution to job creation
and growth. An important part of the cultural and creative sectors,
cultural heritage provides jobs for around 8 million people in the EU
and contributes up to 4.5% of Europe's GDP. Spending on conservation
of cultural heritage by public and private bodies is worth an
estimated €5 billion a year.Figures (

) published by the Organisation for Economic Co-operation and
Development (OECD) show that 40% of worldwide tourism has a cultural
dimension. Cultural heritage is also a key resource for sustainable
development and social cohesion.

The awards are supported by the EU Culture Programme (
http://ec.europa.eu/culture/ou....
), which has invested more than €30 million in co-financing
heritage-related projects since 2007. Other EU programmes also provide
support: the European Regional Development Fund has allocated €6
billion for culture in 2007-2013. Of this, €3 billion supports the
protection and preservation of cultural heritage, €2.2 billion aids
the development of cultural infrastructure and €775 million co-funds
cultural services such as vocational training, arts and heritage
education. A further €150 million has been made available through EU
Framework Programmes for Research and Technological Development since
1998.

Nostra: les lauréats du prix du public et du Grand prix 2013

Bruxelles/Athènes, le 16 juin 2013 - Les lauréats du Prix du
patrimoine culturel de l’Union européenne/Concours Europa Nostra (

l'honneur ce soir, lors d’une cérémonie qui se tiendra à Athènes
en présence de Karolos Papoulias, président de la République
hellénique, d’Androulla Vassiliou, commissaire européenne à
l’éducation, à la culture, au multilinguisme et à la jeunesse, et
de Plácido Domingo, ténor de renommée mondiale et président
d’Europa Nostra. Cette cérémonie aura lieu à l'Odéon d'Hérode
Atticus, au pied de l'Acropole, devant une assemblée de près de 5
000 personnes. Les noms des lauréats du prix du public et du Grand
prix seront dévoilés à cette occasion.

Le lauréat du prix du public, choisi lors d'un vote en ligne parmi
les 30 projets sélectionnés pour 2013 (voir IP/13/279 (

bâtiment central des Propylées à Athènes (
http://www.europanostra.org/aw... ). Le jury de la section
«conservation» du prix a salué la grande qualité de l'artisanat
déployé dans le cadre d'un «projet exemplaire qui a permis non
seulement de sauver ce monument emblématique de la culture
européenne, mais également de renforcer les valeurs formelles et
sociales qu'il véhicule.»

La Grèce sera doublement mise à l'honneur ce soir, puisque le

Catégorie 1 – Conservation

Port pour hydravions de Tallinn, ESTONIE (

Le port pour hydravions de Tallin, construit en 1912, est l’un des
plus remarquables monuments de l’aviation d’Europe. Ses hangars
sont considérés comme la première grande structure à coque en
béton armé dans le monde. Le jury a salué la restauration
exemplaire et techniquement complexe de la structure dont la
réparation semblait pratiquement irréalisable. Les hangars
restaurés, qui abritent un musée maritime – le plus visité en
Estonie depuis son ouverture, en mai 2012 – jouent aussi un rôle
clé dans la réhabilitation d’un quartier jusqu’ici défavorisé
de Tallinn.

Théâtre romain de Medellin, ESPAGNE (

Le théâtre antique romain de Medellin, en ruine et partiellement
enfoui, a été transformé en site majeur du patrimoine culturel. Le
théâtre a été complètement dégagé et restauré, et rendu
accessible aux touristes. Les objets mis au jour sont exposés dans
des musées locaux. Le jury a été impressionné par la rigueur et
l’importance de ce projet, qui démontre que même dans un coin
reculé du continent, certains des éléments constitutifs de la
culture européenne peuvent être mis en évidence de manière à
enrichir la région locale et notre patrimoine collectif plus vaste.

Strawberry Hill, Twickenham, ROYAUME–UNI (

Conçue comme une villa privée sur la Tamise, la «maison-joujou» de
Horace Walpole était encore utilisée par des particuliers jusqu’en
1923, date à laquelle elle fut vendue à un établissement de
formation des enseignants. Malgré son importance critique dans
l’histoire de l’architecture, en tant que berceau de l’art
néogothique, Strawberry Hill a été singulièrement négligée,
s’est délabrée et a subi des réparations médiocres. Le jury a
salué le magnifique travail de réhabilitation de ce lieu
exceptionnel et a admiré le courage et la volonté dont ont fait
preuve les bénévoles locaux et leurs partenaires professionnels.

Catégorie 2 – Recherche

Restauration des machines exceptionnelles de la brasserie
Wielemans-Ceuppens, Bruxelles, BELGIQUE (

La brasserie Wielemans-Ceuppens est un symbole pour la région de
Bruxelles, le seul endroit au monde où est brassée la «gueuze»,
une bière artisanale. Construites en 1894 et 1905, ces machines sont
les seules restantes de ce type en Europe et l’une d’entre elles
est unique au monde. Le jury a estimé particulièrement intéressante
cette étude, qui avait pour but de mettre en valeur le caractère
unique de ces outils et d'examiner la faisabilité de leur
restauration à des fins didactiques. L’étude a débouché sur la
mise en place d’un programme de formation permettant d’acquérir
des qualifications professionnelles, intégré dans le programme de
restauration de ce site industriel européen historique.

Catégorie 3 – Contributions exemplaires

Association pour la promotion de l’art et de la culture dans la
partie orientale de l’Allemagne (VKF), Berlin, ALLEMAGNE (

Fondée par des étudiants en 1992 pour attirer l’attention sur
l’architecture historique particulièrement négligée de l’autre
côté de l’ancien rideau de fer, la VKF a élargi son champ
d’action à des ateliers pour la préservation du patrimoine menacé
en Pologne et en Roumanie. L’objectif est de poursuivre les travaux
jusqu’en Europe centrale et orientale. L’association a déjà
mené à bien une quarantaine d’ateliers. Dans chaque cas, 30 à 50
personnes de toutes les régions d’Allemagne se sont rendues sur un
site historique et y ont travaillé en coopération avec la
communauté locale. Le jury a été très impressionné par cette
initiative exemplaire de jeunes bénévoles.

Comité pour la conservation des monuments de l'Acropole (ESMA),
Athènes, GRÈCE ( http://www.europanostra.org/aw... )
Depuis 37 ans, le Comité pour la conservation des monuments de
l’Acropole organise et dirige avec soin la conservation de l’un
des sites les plus emblématiques de la culture européenne. Ses
conseils transparaissent dans la qualité du travail, son caractère
réversible, l’utilisation de nouveaux matériaux compatibles ainsi
que de techniques de taille du marbre traditionnelles, la recherche
universitaire et la documentation des travaux, qui répondent tous aux
plus hautes normes de qualité. Pour le jury, le travail bénévole de
cet organisme interdisciplinaire réunissant les meilleurs
spécialistes constitue un exemple remarquable de contribution
exemplaire à la protection du patrimoine.

Catégorie 4 – Éducation, formation et sensibilisation

Projet SOS Azulejo, Loures, PORTUGAL (

Dans le monde du patrimoine culturel, les carreaux de céramique
(azulejos) historiques et artistiques du Portugal se distinguent par
l’intensité particulière de leurs motifs et de leurs couleurs.
Malheureusement, nombre d’entre eux ont disparu ces vingt dernières
années, suite à des vols ou par manque de conservation. Le musée
portugais de la police judiciaire, en partenariat avec différents
organismes, a lancé en 2007 le projet SOS Azulejo. Depuis, une
diminution de 80 % des vols de carreaux a été enregistrée. Les
nombreuses réalisations accomplies sans budget supplémentaire
témoignent de la créativité, de la passion et du dévouement des
personnes impliquées, a souligné le jury.
Contexte

Le Prix du patrimoine culturel de l’Union européenne/Concours
Europa Nostra est organisé par Europa Nostra et la Commission
européenne depuis 2002. La cérémonie de remise des prix est placée
sous l'égide du président grec Karolos Papoulias et organisée
conjointement avec Elliniki Etairia, la société qui représente
Europa Nostra en Grèce. Elle coïncide avec le congrès célébrant
le 50e anniversaire d'Europa Nostra.

Les 30 lauréats du Prix du patrimoine de l'Union européenne/Concours
Europa Nostra 2013 ont été choisis parmi près de 200 projets
sélectionnés par 30 pays. Des jurys de spécialistes composés
d'experts indépendants ( http://www.europanostra.org/ju... )
issus de toute l'Europe évaluent les projets sélectionnés dans
quatre catégories de prix: 1) la conservation, 2) la recherche, 3)
les contributions exemplaires et 4) l'éducation, la formation et la
sensibilisation. Tous les lauréats se verront décerner une plaque ou
un trophée. Les sept lauréats du Grand prix recevront également 10
000 € chacun.

Le patrimoine culturel contribue de manière significative à la
création d'emplois et à la croissance. Il occupe une place
importante dans les secteurs culturel et créatif, qui emploient
environ 8 millions de personnes dans l’UE et représentent jusqu'à
4,5 % du PIB de l’Europe. Les dépenses consenties par les
organismes publics et privés pour la conservation du patrimoine
culturel sont estimées à 5 milliards € par an. Les chiffres (

) publiés par l'Organisation de coopération et de développement
économiques (OCDE) montrent que 40 % du tourisme mondial présente
une dimension culturelle. Le patrimoine culturel constitue également
une ressource essentielle pour le développement durable et la
cohésion sociale.

Les prix bénéficient du soutien du programme «Culture» de l'UE (
http://ec.europa.eu/culture/ou....
), qui a investi plus de 30 millions € dans le cofinancement de
projets consacrés au patrimoine depuis 2007. D’autres programmes de
l’UE apportent également une contribution: le Fonds européen de
développement régional a alloué 6 milliards € à la culture sur
la période 2007-2013. Cette enveloppe se répartit comme suit: 3
milliards € ont été affectés à la protection et à la
préservation du patrimoine culturel, 2,2 milliards € au
développement des infrastructures culturelles et 775 millions € au
cofinancement de services culturels comme la formation professionnelle
et l'éducation à l'art et au patrimoine. Depuis 1998, une enveloppe
supplémentaire de 150 millions € est mise à disposition dans le
contexte des programmes-cadres de recherche et de développement
technologique de l’UE.

La date limite de sélection des projets en vue de la prochaine
cérémonie est fixée au 9 septembre 2013. La cérémonie de l'an
prochain aura lieu à Vienne le 5 mai 2014.
