Martin Ehl, Transitions Online What can a citizen expect from the state? In post-communism, not much, but one of the few certainties has been pension payments – or at least they should be. About 9,000 Latvian pensioners recently based their complaint to the country’s constitutional court on that principle. Last summer they decided that they could not acquiesce in the government’s move, as part of wide-ranging budget cuts, to do away with part of their pension, starting last July: 10 percent for non-working pensioners, and a whopping 70 percent for those still working.
