Tallinn says it will prop up Estonian Air with state money – if allowed by the European Commission – or set up a new national air carrier. After the recent bankruptcy of Air Lituanica, you can’t help wondering whether small states really need national airlines.

Political science textbooks argue that states are defined not only by physical borders but also by institutions. Including minuscule state airlines? In the busy European air travel market, it’s hard to compete with low-cost carriers. After all, the Baltic skies are guarded by allied NATO countries, since the three countries have no supersonic fighters of their own.
