Silly question. Most Russians in Estonia were brought there by the Soviets to dilute the Estonian nation. As far as voting goes, it was a political choice made in the correct arena, not a referendum. Allowing for ignorance of what actually happened in Estonia over 50 + years of occupation I'd suggest as the review does as well, to source the book under scrutiny to know what actually took place.
Yes they could vote, if they could show family linkage to pre world war 2 (= independent) Estonia.

They imported Russians to Russify Estonia. After re-independence, these people were offered financial assistance, if they wished to return to Russia.

Of course! Estonia has always been friendly towards others. Those Russians, granted citizenship by a respectful nation living In a free, democratic Estonia and their offspring are to this day seen as citizens. Not, though, those brought in by the Soviets to populate Sillamäe and Narva, Kohtla-Järve. That is perhaps behind Mr Fielding's question - as if they have a right to say anything....
