It is not a what, but a who.

It's an unfortunate group of people who barely attend regular services who see a conspiracy and who exhort elderly members to vote their way, or their church funds and real estate will be stolen by the Church in Tallinn.

Andres Taul's father Jaak Taul was not a popular identity in the ranks of the Lutheran Church in Estonia during his time at St Peter's in Tartu. Apparently he had too much self interest at stake in developing a career in the church. It is very important that Andres Taul be viewed with the utmost neutrality as far as his leadership of the Church in Toronto is concerned, in spite of the fact that there are many people who do not support him. Impartiality towards his Catholic leanings is a good place to start.
