This article, while understandable, is a travesty… not because of its content, but because of its transgressions against English idiom and grammar. The English is actually hideous (probably like my Estonian is to Estonians).

0Toomas - the atrocious idiom and grammar is the responsibility of Baltic Business News. One thinks that EE lifted the quote straight from BBN perhaps due to propriety (original translation), and on a more devious level, to show how some English language online news providers in Estonia still do not have a grasp of the Queen's English... :-)
