In response to a policy initiative, proposed by Nikita Khrustchev, one of his advisers said that, it would violate the Soviet Constitution. In response, Khrustchev asked, "Who's in charge here? The Communist Party or the Soviet Constitution?"
In other words, the Communist Party was Russia's ruling mafia. It ran the Soviet Union from Day 1.
Today, Russia is run by competing mafia gangs. The largest one is the Government. Its dominance keeps the peace among the others.
How is it that a smart guy like Bill Browder can't see what's before his nose?
